Under what circumstances can the Parliament legislate on a subject in the State List?

Under Article 249 of the Indian Constitution, Parliament can make laws on any subject in the State List when the Rajya Sabha passes a special resolution by a two-thirds majority.
The resolution must state that it is necessary in the national interest for Parliament to legislate on that State subject.
